We’ve got updates happening at the park to share with our homeowners.
First, at our membership meeting, homeowners discussed how there has been motorized vehicle activity reported in the park. The officers recommended adding a reminder to the rules sign in the park. The membership approved a motion to add another sign to the park path to remind visitors that motorized vehicles are only allowed in designated parking areas.
Article VI, Section 21 states, “No motor vehicles, including, but not limited to, motorbikes or trailbikes, shall be permitted on any trail, pathway or improved portion of any open space area within the Properties, except for a designated parking area.” Read a quick overview of our CC&Rs here. There is also a sign on the park gate noting the speed limit of 5 mph, which has been there for many years.
Homeowners sometimes ask the Board about the process for changing the CC&Rs. Amending the core Declaration of CC&Rs requires a signed instrument from not less than 75% of the Lot Owners (which is 70 homes). Once the 75% signature threshold is secured, the final executed instrument must be officially recorded in the Kitsap County Auditor’s Office to become effective and legally binding.
The Board also voted to include “Fireworks are prohibited” on the new park rules sign. Like most of the rules on the sign, this is not a CC&R. However, the Board is empowered in our Bylaws to adopt rules for how we use the common spaces, provided they are not inconsistent with the Articles of Incorporation, the Declaration, or the Bylaws.
Speaking of designated parking areas, we replaced the old parking sign and added one new sign near the tennis courts for loading/unloading or disabled visitors who are unable to walk from the main parking area. Vehicles going to the loading zone should also follow the posted speed limit. Thanks to Jim Cole for installing the new signs!
Second, the soccer goals are now available and getting used regularly. Thanks to Duel Brown and Mary Mingels for setting these up!
Please note the park Handy-Kan (porta-potty) is due to be collected any day now, and will be scheduled to reappear around April 1st.
